VIDICO makes competence digitally visible
VIDICO (Visible Digital Competence) makes competence visible with digital contents. The needs of different types of actors are unified with the help of the VIDICO project to make competence and its utilisation visible. Actors participating in the project include, among others, the public, education and private sectors as well as the users of different services.
VIDICO comprises four separate subprojects:
- Process for making public services electronic and maturity model
- Model for gathering and recording tacit knowledge of organisations with digital methods
- Digital Campus service concept for educational institutes and companies
- Creative Foresight Space concept
Digitisation boosts operations and brings cost savings
In all subprojects, concrete operations models, methods and products are being created in order to use competence in a more efficient and useful manner in different areas. The project for making the service processes of the City of Hämeenlinna electronic has two objectives: to create a model for assessing whether the processes are ready to be made electronic and to calculate cost benefits as well as to make practical pilots for the processes that are being made electronic. The first areas included in the mapping are children and youth services, elderly services, health services, services promoting ability to function, land use and environment as well as services supporting operations (e.g., communications). The first pilot projects start in the spring of 2010.
Innopark Programmes Oy: Tacit knowlegde in Companies
The competence of a company can be made visible with the help of digital methods and tools. The Tacit Knowledge in Companies project promotes the use of digital tools in corporate competence management and competence transfer. Through mobile devices and social media, the project models the competence of individuals and groups, best practices and tacit knowledge. Mobile devices refer to all devices used by company employees when they are mobile. The best suited social media are selected for each organisation.
The project works with pilot companies for which a model for describing and producing tacit knowledge by digital methods will be created. In the project, electronic competence management solutions are piloted with the companies. Examples of these solutions include corporate wikis and smart text messages. The Tacit Knowledge in Companies project will pilot electronic solutions for competence management in 15 companies operating in the Hämeenlinna region in 2010 and 2013.
HAAGA-HELIA University of Applied Sciences: New digital service concept

The key objective of the Digital Campus is to promote creativity, learning and innovativeness utilising a digital service concept. In order to reach this goal, a new digital service concept – Digital Campus – is created for the use of educational institutions and companies.
Finland Futures Research Centre: Creative Foresight Space
The subproject is realised by the Finland Futures Research Centre of the University of Turku (until 31 December 2009 Turku School of Economics) and its objective is to bring to the project entity a research and testing angle in making competence visible.
In the subproject of the Finland Futures Research Centre, the creative foresight space concept and pilots are realised using and developing social media and competence digitisation tools and the concept is commercialised. The project, also includes an anticipatory research on the competence needs of the future working life and their changes.
The VIDICO – Visible Digital Competence project, which started in the autumn of 2009, is an ERDF-financed project funded by the Regional Council of Päijät-Häme that is being jointly implemented by Technology Centre Innopark Oy, the Porvoo Unit of the Haaga-Helia University of Applied Sciences as well as the Futures Research Centre of the University of Turku. The theme project is administered by Innopark Programmes Oy. The project will be implemented from 2009 to 2013.
